Cranking and engine that much will wash the cylinders, and you lose the ring seal. That is probably why your compression is so low. If you corrected an ignition issue, now it may not be drawing fuel in properly to run. A squirt or two of oil down each spark plug hole will boost the compression to help the engine draw in the fuel charge.
You do have to have the throttle wide open when checking compression. Also, I would put a little oil in the cylinders through the spark plug holes. Then if you only have 80 or less your valves are not fully closing or they are leaking for some reason. With oil in the cylinders, and wide open throttle, you should get over a hundred I would think.
No, they'll bleed down after sitting a few minutes. How many turns do you turn them out from bottom? I know threads are different for different makers, like SE is 25 tpi, 2 1/2 turns. My Taper Lites are higher, something like 40 tpi, 4 turns out. When you turned it over in your video I couldn't hear any popping like I hear in mine, the compression. Maybe it was just the location of your phone.

I definitely did NOT have the throttle open when I checked the compression.
I am in the process of re-adjusting the push rods. I removed them to make sure they weren't bent.
1 1/2 turns? That don't sound right. Se are 2 1/2, and they have really coarse threads. You have Velva Touch, right? Well, that's what they say on the web site. Still don't sound right, that means you have about 15 threads per inch, that's really coarse thread.
