And does the gas flow freely from the line at the carb? The shut off valves were notorious for not working very well. Although it was usually more about not shutting off fully.
First, pull the fuel line off right before the carb, do you have flow?
Are you running factory fuel filter or aftermarket? Do you have flow after the filter?
Next is the float level, you need to get all Jedi Master about making sure it is the correct height (1/4" below top of bowl from memory), parallel to the top of bowl and offset to prevent snagging.
After all of that goes well, and your manifold has passed a bubble test, she should start. Good luck.
We had one with the spring for the main jet tube not installed - and other with the float to far to the one side and it did not move down to let fuel in - and another one the side sipper was for the throttle blade was sealed off stale fuel caused it < if the sipper does not work the fuel does not get pulled up to the carb for the engine

Yes the tank is full with fresh gas, tank is cleaned and the fuel line is clear and free flowing.
Fuel is making it to the carb, but the carb appears to be flooding out because fuel is dumping out the vent hole.
But nothing is making to the plugs, they are dry.
I keep thinking the issue is in the carb, float is at 1/4” from edge of the bowl, pulled to one side freely moving.
