Thanks, That's exactly what it looks like! So you're saying without these aftermarket bolts the shocks would be forward against the side rail raising the bike correct? So if I shorter the space between the shock and this side rail it should raise the bike? I only need to go about 1/2".
If, in fact those are lowering bolts, yes, removing them and bolting the shocks to the front cross member with the correct bushings would restore the original ride height. You may want to consider some Progressive 422 replacement shocks. Lots of good things said about them.

EDIT: Okay, runs like a top, all the electrical works, doesn't bottom out, now the DMV is F-ing with me. the bike is an 07 with 1,100 miles and the DMV wants a "FEDERAL STICKER?" Whatthe hell is a fed sticker? I have 4 bikes with no sticker. They took my $1000 to register but won't give me a license until I have an emissions test and a Fed sticker? The DMV is truly the most F-ed up place on earth!
