Hard to tell from the photo where you "stuffed" the foam. That being said, the foam will not keep air from infiltrating into the console. Too porous.
We've had four or five days of rain here. Yesterday was nice day so I rode about 120 miles, in the sun. My speedo fogged up at the bottom. Meh, no problem, it always does that. As I've said in other similar threads, they do that. Accept it and move on. I've been riding for 48 years, all harley's and they've all done that. I've never had one that had the glass stain from the condensation.

How long have the dry packs been under the console? Mine took about two weeks before they absorbed all of the moisture and the speedo stopped foging. Give them time to work.
My bike is parked outside under a car port so I don't have any significant change in temperture between when parked and when out to ride. If parked in a cool garage it may contribute to moisture infiltration. It may take longer for the packets to absorb the moisture out of the speedo.
In my case, they were placed around a brand new speedo....there was no moisture to absorb. This speedo is worse that either of the other 2.
2018 Heritage...
Mine is fogging so badly I cannot read the speedometer, much less the gauges. HD of Tallahasse stated there is a 2 month back-order.
I call HD corporate got a case number. I have had HD for nearly 45 years...I will not accept a brand new motorcycle ( 2 months)
If I don't receive a speedo within a couple weeks I will be reporting it to FL business bureau and contacting an attorney.
2018 ..There is no excuse for such lax quality..Oh did I mention I can hear my gas gap rattling at 60 MPH...

Same ****, moist in speedo. Dry and sunne day, bike hasn't seen any water in a while.
