Welcome to the forum from central Texas

What is happening is called decel popping and it is due to your engine running lean. To reduce or eliminate that you need to enrich the AFR (Air/Fuel Ratio). The decel popping itself is harmless. But, your engine running lean means it is also running hotter than it should.

You can enrich the AFR with
1. FL-XIEDs or
2. Just a tuner (FP3 from Vance and Hines or the DynoJet Power Vision) or, even better
3. A full stage 1 upgrade which includes a heavy breather air cleaner, an open exhaust and a tuner

+1, I used the FP3 on my 16 Deluxe, took out 99% of decell popping(you wont stop all of it) and it runs cooler. You can download the FP3 app and check out the demo mode on your smart phone, very easy to use. Ride safe

In the future whenever you are starting a thread it would be best if you at least provide a "hint" of the subject in the title.
I generally don't look at generic subject titles like "2011 Heritage" but I clicked on yours inadvertently.

You should have titled the subject simply as "2011 Heritage pops and sputters".
That way we have a better understanding of what the thread relates too.

But since I'm here I'll respond to your question:

Unless you have a desire to convert your bike to a Stage 3 or just like to view/play with your tuning numbers then all you need is a fuel tuner.
I've got a Vance and Hines Fuel Pak and it works well with my Stage 2 setup.

For your 2011 Heritage you will need part number 61001A.
https://products.vanceandhines.com/store/harley/61001a/

These are not "married" to the bike so if you choose to go this way I recommend you get a used one.
You can e-mail or call Vance and Hines and tell them your setup (what pipes and AC you have) and they will provide you with the map inputs.

Here's one currently on e-bay for $108.74 that has everything you need to include the deep ECM tray.
You need the deep ECM tray because the Fuel Pak mounts on top of the ECM and without the deep tray your seat will not go back on.
BTW- you can order the deep ECM tray from the Dealer for around $15.

https://www.ebay.com/itm/VANCE-HINES-FUELPAK-FOR-HARLEY-DAVIDSON-SOFTAILS-V61001A-FUEL-PACK/283086664296?epid=1422670851&hash=item41e947b268%3 Ag%3An2UAAOSw0HhbZflV&_sop=15&_sacat=0&_nkw=61001A &_from=R40&rt=nc

You could wait to see if you can get it cheaper, but for $110 I'd just "but it now".

This takes 15 minutes to install.
I installed mine 5-6 years ago and haven't touched it since.
