WP. looked at a 89-90 wiring diagram, the system is almost the same, except pin 30 on relay show the extra wire coming from the main breaker, silver stud directly to pin 30, the rest of the circuit looks exactly like the newer models.

My point in this is that this simple test should definitively give you a solid direction to a fix.
It also would give you an easy way to crank the engine over enough to see about the oil level concerns.
You wouldn't have the ignition along with lights taxing the battery.
I'll mention this and have done many times when working on a bike with a weak battery.
Connect a vehicle bat try up like you were going to jumpstart the bike. The only thing is DO NOT start the vehicle up while the batteries are connected.

Yes compression releases, I put 10.1 to 1 wiseco Pistons in it. Total top end rebuild 490 miles ago. I'll be really pissed if the oil has been drained out of the tank, I've had enough of my brother he stole everything I own and my new 2016 CBR 1000 SP...see the picture above it was toured around the country from the factory celebrating Mark Marquez 2014-15 winning season, the 93 on the front you don't get when you buy these bike olin suspension, brembo brakes 168 hp...only 1800 miles I got it with 440.

Yeah they screwed me really good no inheritance that my step-father wanted, only about a million, he's also getting the house another 700, 000. But you know what they say, everybody gets what they deserve in the end, he'll be burning in hell...and a bullet wouldn't be enough, a hand grenade would be better. I want it back, however I'm not paying their BS storage fee of 3000 or 3000 for my belongings that are in a storage unit somewhere, not my storage unit, you put my stuff in storage not me, and LAPD doesn't do ****...and he stole all my guns too. I even told one of his friends on the 4th I want my bike back, ran into him yesterday he relayed the message, it's reported as being stolen so good luck in registration, they could strip it and sell for parts, however he wanted the bike so he kept it. My other brother that see these ******** said he's going to keep it. Better hope I don't see him on the road riding it. Also put 20,000 miles on my brand new car that only had 13,000 miles. My mother said he could drive it, and told my brother that it's better then it being impounded. Nice people...
Still can't pinpoint what the issue is, seems it might be the battery, or starter, or wiring. All I know at this point I'm really getting tired of even looking at this bike anymore. Will probably wire the power from the silver stud on circuit breaker to pin 30 on starter relay, as soon as I figure out how to get the contact out of the connector to solder in another wire.

Everything seemed to be right putting it back together, I don't understand why it doesn't run. There isn't a reason?
Take a deep breath, just work one issue at a time:
Charge the battery and then have it load tested.
Remove battery cables, clean the terminals and the surfaces they contact.
Clean the terminals at the starter relay and the starter solenoid.
Check the service manual and make sure the starter jackshaft components are installed correctly.
Once you have done the above you can start troubleshooting.
I'm going to replace the battery cables today, and get the relay if Harley Davidson still sells them, since the new one I got didn't have the diode. Long shot but at least this way I know I will have a good cable from battery directly to the starter motor.
Dan, is the diode so just in case the voltage regulator goes bad, to prevent AC from getting to the electronics from the stator?
I got one without the diode, when I turned on the switch two click nothing, one click back and I heard the relay click, it's a DC circuit. Diode only allows electricity to flow one direction, no diode it flow either way. Path of least resistance.
