Negotiating new bikes can be harder. Most dealerships wont budge on price as they claim they cannot. I was able to get the price of mine down, but it took more effort than I originally wanted to put into it.
But you can try for other add-ons, like helmets, riding gear, service, parts, labor....etc.etc... You get the idea. After all, your buying a 15K bike, least they can do is throw in a free helmet or something.
And less then 1K miles a year? Be ashamed to buy such a nice new bike only to watch it sit in the garage. If that were the case, I would go used. No sense in buying a new Harley just to watch it rust in the garage all year long.
Personally I would look at an 08, 09, or 2010 that has some stuff you already want done to it. Just keep in mind that those parts they added don't add much to the value of the bike. There are a lot of bikes out there those years with less than 3k miles on them. I would stay 08 or newer though on a Fatty so you get the wide back tire. It was on the 07 as well but there is an offset issue with the front wheel on those.
I am looking to buy a new fat boy. Is it like buying a car, where you negotiate down the price, walk away, and all that b.s., or do you just pay msrp?
Also, assuming less than 1,000 miles driven per year on it, what would be the oldest fat boy to consider used?

Buying a motorcycle vs a car can't be compared at all. Car dealers deal in volume. Most of the time you can get the extras knocked off the dealer prep fee and shipping fees. But you are not going to see 2 and 3K off the sticker price like you will with a car. Best you can do is get the best out the door price from each dealer and find one that seems like they are willing to deal. You will be lucky to get 500 off the sticker price this time of year. Right now you are in the prime sales period for motorcycles.
Best time to get a motorcycle is in January to February. Buying one used off Ebay you might be able to find a deal.
Not sure what to say about the mileage but a 1000 miles a year is really low. I got mine on February 25 and I have 2500 miles on mine. It was also in the shop for a week getting tuned and a safety recall done.

Sad to say but a lot of Harleys are ridden less than 1000 miles per year. Which if you are in the market for a bike is a great way to get a "new" bike way cheaper.
Just bought a Fatboy last week. They knocked off $1k of the price and gave me 15% off on accessories that I bought like V&H Big Shots, Sissy Bar/ Luggagge Rack and Combination Speedo Tach.
Would have liked a better deal but that's what I got. It's the wrong time of year to wheel and deal on bikes IMO cause they are selling now.

Hang on a sec on the '07 thing. My '07 rides great, tracks perfectly and I think it is way cool that the front wheel is left of center. Or right of center, depending on how you look at it... -L-
I would actually say an 06 or older if you are going to do motor work. The 88 is a great platform to build off of. The biggest issue is the cam tensioners but not that hard or expensive to convert. I am partial cause that is what I have but my 06 with a 95 cost a quarter of what my buddy paid to do his 96 to 103 build (mostly cause of his runout), plus I can run with him. Do a search on the 96 in motors and you will find the tolerances from the factory are a issue. I also dont care for the larger tire, the rear fender just doesnt look that good to me. Again these are my opinions so take it for what you want. Good luck.

Yeah...same shtt. Unless you are wedded to ABS... you might want to look for a 2010 Fatboy with less than 10000 miles. The 2011 come with a completely new electrical system....HD LAN/CAN. If you can wait till 2012....then you can let some other guys to find the glitches in the HD LAN/CAN for you.
