I am gonna guess that you have it wired incorrectly. I think that is why it is saying empty when it is really full....btw...that is not a low fuel indicator symbol, it is on all the time and never goes off.

There are only 3 color coded wires which are correctly matched up and the one plug from the sending unit under the console that will only plug into one socket, so it'd be hard not to have it wired correctly.
The fuel pump symbol light indicating your fuel is low does not stay illuminated all the time. The purpose of it is to come on to let you know it's time to get some gas just as it does in your cage. If yours stays on all the time it sounds like you have a similar issue.
I remember reading here on the forum that one of the wires has to be changed. problem was a light was staying on or something like that. I was going to install the flush caps but a good friend and bike tech told me to stay away from them they have had a lot of problems
Pretty sure I have a bad sending unit in mine as well. It sends the gage all the way up during a fill up but then it stays there until the tank is almost empty and then it goes all the way down to E
Pretty freaking useless really. When you hear of tons of people who have the same issues with their bikes it really makes you wonder about either the engineering of some of these HD items or at least the supplier quality group that is monitoring and auditing the supply base.
I bought a billet clutch cable clip yesterday for $30 and it had tool marks on the back and a really crappy ball milled accent on the front (under the chrome). Its like they have no one looking at this crap. The welds on my Frt Fender guard are crappy blob welds too. I am not impressed.

Fly thanks for posting the pic. But I'm of the opinion the fuel pump symbol should not be illuminated all the time. It is standard I believe in the auto and motorcycle industry to indicate low fuel. Just like the one in the console only comes on when your low on fuel.
Motown, I've got to agree the quality of many high priced HD products sucks. Both the engine and bag guards I bought from HD have slag (don't know if that's correct term for welding trash) all over the areas near the welds and just chromed over. I definitely expected a much higher quality product, especially when buying from HD. HD has been consumed like the rest of our nation to buy overseas garbage because we have priced our selfs out of the market place with outrageous labor cost.
