Mine was installed for $313.00, so that sounds very expensive.

Did that price include labour?

It is not a cover, that is a flush mount axle. Just search for any flush mount axle for 2008 and up touring bikes. They will fit Softails as well, except the Rocker.

Thanks for the clarification. I must've misread that the first time through. Most likely I'll be sticking to the covers because of price unfortunately. Those do look really good, though.
