Well I'll start by cleaning the throttle body. Don't think it's the cables because they seem good to me. If that doesn't work I'll start with the multimeter. Where would I connect the multimeter at?

I believe I might have the wrong tps sensor on it. At the TPS location the shaft sticking out spins clockwise when opening the throttle. When I test my TPS it is under tension to go counter clockwise. When I test the TPS sensor it has .51v at its home position and turning it counter clockwise it goes up to 4.8ish V. I believe that is the correct range, but it is happening in the wrong direction.
Any guidance there? I wanted to check before I buy a different part.

That is the correct voltage range for a TPS, did you replace the tps? If you did, where did you purchase it from? Do you still have the old one if you changed it?
