From a '09 service manual...



See
Figure 1-105. With throttle friction screw (3) backed off,
induction module throttle wheel must return to closed (idle)
position. Check control cable adjustment. With engine idling,
turn handlebars through full range of travel. If engine speed
changes during this maneuver, adjust control cables according
to the following procedure.
1. Loosen throttle friction screw (3).
2. Slide rubber boot off each control cable adjuster (6).
3. Loosen jam nut (7) on each cable adjuster.
4. Turn cable adjusters in direction which will shorten cable
housings to minimum length.
5. Point front wheel straight ahead. With engine OFF, gently
turn throttle control grip (2) to fully open position (fully
counterclockwise) and hold in position.
6. Gently turn adjuster (6) on throttle control cable (4) counterclockwise
until throttle cam (8) touches throttle cam
stop (10). Release throttle control grip and turn adjuster
counterclockwise an additional 1/2-1 turn.Tighten jam nut
on throttle control cable adjuster.
7. Turn handlebars fully to right. Turn adjuster (6) on idle
control cable (5), lengthening sleeve until end of cable
housing just touches spring (9) within cable guide (11).
8. Check adjustment. With throttle friction screw loosened,
twist and release throttle control grip two or three times.
Induction module throttle wheel must return to idle position

This most likely will still not get you 100% throttle...you would be surprised how many bikes out there don't. The only way to know for sure is to use a tuner/pc.

My 1991 manual is about the same instructions. Mine justs adjusts the throttle to full open, nothing about the extra 1/2-1 turn extra, must be for the fuel injection models.

I still haven't figured out Step 7, adjusting the idle cable. I just adjusted it so it would return to idle easily. I can't see the "spring" they talk about inside the cable guide on top of the carb. Not sure how strong a spring you could fit inside that little tube like guide in any case.

The way I adjust mine which is EFI I take off the air filter and the backing plate so I can see the throttle plate. Slide the rubber protectors off both cable adjustments at the grip. Use two 3/8" wrenches and loosen the jam nut. Loosen the cable all the way by rotating the barrel half (half closest to the seat) clockwise as if you were looking at it from the seat. Now turn the throttle all the way wide open. Rotate the barrel on the front most cable counter-clockwise ( or out) until the throttle plate open to it's maximum and stop when it reaches that. Don't go any further. Use the wrenches and lock the front cable adjustment down. Now move on to the back cable adjustment. Release the throttle back to idle. Rotate the barrel of the back cable counter-clockwise ( or out ) in small increments. rotate the throttle to full throttle. release the throttle and allow it to return to idle. Listen to it how long it takes for it to click after you quickly release. Keep turning the barrel out until you notice the click is delayed. You can hear the throttle is actually closing more slowly at this point. Make note of the barrel position. Turn the barrel back in slowly while doing the "WOT to close click cycle" just barely comes back to normal speed

Are you using the HD manual? If you are the instructions are in there and very easy to follow. I found it very easy to do the first time I did it.
