Well I checked everything suggested. Battery is healthy, charging system is working right. All fuse/breakers are good, wires/connections are good. speedo is shot. I even tried a fresh battery and same issue. Does anyone know where to get a new speedo for a 1996 sportster, other then a dealer?
The battery was a little over a year old, but I took it down to advance auto to test it. It passed, showing a stable standy by out put around 12.7-8v. And in the bike running like you suggested it was at 13.8 @ 10K and 14.5 @ 15K.
