You're going to get an opinion every which way on this. I think it would be wrong to say that you NEED a tuner. You will likely be able to ride without any issue, but if you want to take advantage of the changes and actually gain the performance, you'll need to get it tuned.
As suggested above, you'll get the entire spectrum of answers. Most bikes, even factory stock, will normally benefit from a proper tune using real tuning programs.
Your challenge will be deciphering the differences in pure marketing hype and actual helpful suggestions. Knowledge is your best weapon when it comes to tuning...
Does your bike have MAF sensor and O2 sensor? If it does, no tuning is necessary, I think.
You can see how it works on scanner (I don't know if automotive OBD2 scanners work for bikes).
That is what I did to our bikes: header, mufflers and high flow AC. I went with a Power Vision tuner and it's simple to load new maps to the ECM and to do auto tunes.

IME, there is never a time where buying a proper tuner and tuning a bike is considered a poor decision or didn't notice an improvement.
Best to ask those who have had proper dyno tunes (stockers thru big inchers) done to their bikes for their opinion of whether a tune is worth the investment.

Lots of different things will effect the answer will I need a tuner, quality of gas, air temp how you ride, even the weight you carry on the bike . If you not getting signs of preignition you don't need a tuner, But like everyone else said your going to get a big improvement in the way the bike runs and not have to worry about it running too lean to the point of engine damage with a tuner
I am using power vision on a couple of my bikes and have een very happy with it, but a call to fuel moto with a conversation on what you have planned for your bike and what you expect will get you an honest answer on what tuner would work best for you.
