Take a trip to your local locksmith and ask if they can fit a couple tubular cam locks to your new hard bags. Ask them to key the new locks to your existing key and you have your problem solved. I would ask them to quote you the cost on the new cam locks and then compare the costs to HD as you can save the labour by installing them yourself.
HD orders the locks from your key code, while the locksmith just codes the lock from your key. Chance are that Harley just has a local locksmith near the plant who does this for them, but in either case, they might be cheaper than the local locksmith, and likely have the cams pre fit to the right size for the bike whereas the locksmith would likely have to trim the cams to fit. Call around and ask first!
