an interesting aspect of the EPA regs ( according to a law commentator I heard last week) is that Nixon's regs ( just for perspective) inserted the EPA as a overlooking enforcement agency.
this removed from individuals the ability to sue violators for redress.

so lacking an EPA, each of us could sue separately those upstream who pollute our water, allow poisons dumped on their land to leech onto ours, or put chemicals into the air which affect our health.

Many States do not have an EPA equivalent agency and may be unwilling or unable to enforce rules which keep us safe.


an area like PHX has bad air pollution, and when it blows, it goes to you in the East.
Ground water and soil in parts of the metro area is toxic due to early industrial activity ( mercury extraction, perchlorate etc.) the companies who benefited from this activity is long gone.
a couple of neighborhoods were famous for the "cancer clusters".

epa/superfund has been the only structure to remediate these.
and in the desert, ground water is pumped up ( because we have lots and lots of water to spare, right?)
and soils removed to be incinerated, contained and buried again.

side effect of dropping water table is subsiding soil recently they discovered a 2 mile long 30 foot deep fissure south of the city.
our tv advertisements are for companies which will jack up your slab so you house doesn;t break in half.



these are other regs like cafe are the reason we can have a 700 horsepower dodge which will get great MPG, and last near forever- or the motors in my chevs which have great power, mpg and reliability.
- the best industry could do previous is in my driveway..a 502CI 72 eldorado with a claimed 400 HP ( crank) 8 or 9 MPG and 500 ppm of HC, 5% CO. and count on a rebuild before 150,000 miles
and that's what they would still be making if they were not forced to do better.

for the OP we need to separate fact from opinion so he can make his decision.

there is no emissions testing at present ( we had it for years in PHX and Tucson)- but the tier II regs not only spell out standards and equipment, but penalties.
So the complete story requires that info be shared.

The pod fuelpaks are poor at best. I "babysat" one on my 2007 Utlra, worked some, but not an answer. Do they make an Fp3 or FM Micro Tuner for the 09 96" I am running an Fp3 on my '11 RK 96"er, best money I spent. I would pay double what they charge for it, just don't tell 'em that.

I bought a FP3 tuner for a quarter of what and how my local dealership would have charged for a dyno tune. I'm satisfied with my results.

I wouldn't waste money on a dealer stage I epa tune (if you can call it a tune). Get yourself a power vision and some tune parameters for your hardware and do it yourself. Also, you can save your stock configuration and reload it if you ever really had to do so. The guys at Fuel Moto (sponsor of this forum) can help you with questions.
