Default Weak charging 2007 FLHP

Long time lurker first time poster. I have a 2007 road king police. It will only charge from 12.7 to 12.9 volts even on the throttle. I have replaced the regulator and the stator and the battery. The rotir was replaced last year to the newer style I cleaned and checked all the grounds, checked the battery terminals and even tried a second battery. I checked AC voltage at the output plug from the stator and it was 35 volts between all 3 contacts. At this point I basically have a whole new charging system, correct voltage coming out of the stator but only 12.7 to 12.9 volts getting to the battery. Any help will be appreciated.

Does the AC voltage rise when on the throttle? what setting/range (voltage tester) are you using at the stator?
What setting/range are you using on your voltage tester at the battery?
Is the rotor compatible with the stator?
Have you stuck the old regulator back in to see if you get the same results?
Is 35 volt the correct output for your particular stator?

Just spit balling, if stator output is correct, but getting the wrong DC voltage at the battery, I would say the problem is in the regulator, is it factory replacement or aftermarket? some of the aftermarket stuff (China) is crap.

Make sure the regulator is grounded real good. You may have got a defective regulator. Cycle Electric is the way to go.

May have missed it but what are you using to get this reading?
That and is this reading taken at the battery posts?

Walk in the park and check the voltage regulator ground to the frame by the battery, and then double check the voltage in to the main fuse, then voltage out of the main fuse.

Simply, problem all along has been either either voltage regulator ground to frame, or has been main fuse with corrosion problems there. Hence use these two points since will be directly from voltage regulator, and then if you have major problems of lower voltage back at battery, then you know that you have have a problem between them, and the battery in the end.

Also, double check all the wiring when the department cut all the Leo stuff off the bike,if the wiring harness and controls where not replaced back to the civilian road king as well.

Last one, are you sure that voltage regulator installed was correct for bike, and not a lower voltage regulator for some of the other bikes where the battery get hot by the motor and lower voltage out of the regulator so battery is not cooked by both the heat and charging. Hence voltage regulators come in two flavors, one being the lower 13.9 max volts and the second being the 14.2 max volts instead. I bring this up, since you do have the needed A/C voltage in the first place, and may be that you have a lower 13.9 max voltage regulators if not a grounding, corroded or loose connector, or corroded main fuse.
