Because wire can have voltage drop if there is additional loads on them? Ever hear of remote sense? Wonder why sensors have their own gronds?
It is a power point, by design it should supply 12 volts or it would not be a good power point. Maybe loads draw down a little but still enough power?
Put a meter on tender pigtail and cig lighter. Cig lighter was few tenths less, which would make a difference,
same test newer bike with cap over hole 11.69 and 11.79. I am not convinved it is just a matter of clean connection. Bike one the cig lighter disappeared 15 years ago.

No sure. One bike was .1 difference. Is it simply a bad connection or dirty. This was more newer bike where power point was capped off. Older bike was .3-4, but had not had a cap on port for 15 years.

Open the wiring diagrams for both bikes and look where the Orange/White goes. Also Orange/Violet and Orange/Red. Count the connectors. Everything has resistance. Remember V = I x R The pigtail connects directly to the battery.
