I have an 07 ultra and when I stripped away the air cleaner backing plate to to install my new K&N rk-3909 I noticed a wire with a plug on it hanging below my throttle body. It has a cover over the plug and it dosen't appear to have come off the throttle body.
Anyone know what this is for? Is it just an extra connection for some other add on option I don't have.

can't help you with the wire, but I just got my RK-3909 the other day. Was it a pretty easy install?? I read the instuctions and the part about breathers confuses me. My brother has the SE Air Cleaner and he was telling me about hoses inside the unit.
If I remember right - It's Dyonostic Port for non-No American Vehicles...
Its for the California air box servo. Hold the connector in your left hand, bring the wire between the rear cylinder and the TPS plug and pull up over theTPS now tuck the whole thing in on top of the manifold. It should stay out of the way there.
Not for California but for international models. I have a Ca. 07 Ultra and there is no servo (active intake) I think it's called.

It's a diagnostic wire used on International vehicles.........on the US models it just hangs there and looks out of place.

Not used for noise control. HDI (older Cali) specifies that you cannot have an open intake when engine is secured. The servo opens the air cleaner intake when started and closes when shut off.
