No matter what you do or use, the shorter the CB antenna, the less effective it will be, period. The difference in FM reception may not be significant with a shorter FM antenna, however it will effect the AM reception more severely.

Just bought the 09 shorty's for my 08. I can't perceive and reception issues. But, here in the East, radio reception really isn't an issue. I never used the CB with the whip so I wouldn't know if there was a difference there.
