I've noticed the same thing with my PCV on 07(103, cams). Only had PCV a few weeks and have not tried anything on start up yet. It's already wrote it's map and running perfectly, fiddling with the starting is next.

Mine would not hot start. Called FM and they said to add fuel at "fuel start up". That made it worse. Now -27 fuel for two seconds and hot starts are good. Maybe if you add or subtract fuel for a couple of seconds under that menue it will help.
