I had the same issue on my 08. I had to install blocks similar to the lowering blocks but instead raised the bike 1/2" or so for the extra clearance. Rolls freely now with the air expelled

The bike is put away for the winter right now. I just extended the shocks till they and the axle nut were touching the exhaust. I marked the spots and took off the exhaust. I used a torch to heat the spot/area and used a ball peen type hammer to dent it in.

No. I thought about using limiting straps but never pulled the trigger. I actually just bought the Arnott basic kit for $579 for my 09 Streetglide. 13" ones instead of the 12". Not sure if that was the best decision but now my 6" bags don't scrape around corners when loaded up and riding 2 up. I used the PTT switch as my air up/down switch and don't have to take my hands off the bars. I can air down as I come to a stop and air back up as I start riding. Short legs so this works great.
