Got a stock 97 ultra with rush slip ons...whats the best bang for my buck when it comes to tuning? I dont want to touch the internals of the bike just for reliablitity reason of my own. I eventually want to put a nice A/C on it. What do you guys recommend? Thanks
if you put a high flow A/C you will have to tune. If you are going to a local shop talk to them about the tuner, some shops prefer to use a certain one. all i can tell you is what a friend of mine experience has been, for years he had pc iii usb, last year he switched to the sert. he says that he gets better mpg and power from the sert. everyone will have a different opinion.

There are many to choose from, I had a PC-V and it was good. It was plug and play with good results. Then after I put in a set of SE 255 cams I went with a TTS Mastertuner...only because I didn't want any extra equipment attached to my bike.
if fuel injected I'd say the best bang for your buck is a V&H fuel pak from some discounter like eastern performance. But put the a/c on it for best results.
I went with the one that was HD's first choice: PCIIIusb from Dynojet. Negotiations could not be reached for both parties' satisfaction, so HD went elsewhere and now sell their SERT-type tuning line. My race tuner dropped SERT tuning for various reasons as well relating to the dynamometer tuning procedure for that as well so there I was...haven't found anything better yet! Your limited modifications tell me a "canned" map would do nicely as well to save you the cost of an individual-cylinder Dynojet tune.
Alot of the above responses are for newer model bikes, with the twin cam motor.
your evo has the magnetti-marelli injection- which I know nothing about- my evos are all carbed.
With slip ons and stock restrictive air cleaner, you are probably ok. Once you allow more air in the intake tract then you do have to add more fuel to match.
nightrider.com might be a good place to start reading up. - If you have a california emissions bike you may really, really benefit from a simple cam swap.
mild cam swaps can add moderate power and not compromise performance.
