I did the install myself in a few hours.

They are legal in Maryland as long a no red or blue (police colors) or strobing. I am somewhere around 150 or so white led's from Boogey Lights. It does give alot of extra visibility at night. On a black Street Glide the white led's give the chrome a nice look and the ground effect throws out light about 4 to 5 feet on each side.
