It was part # 19, the damper valve that was installed upside down. The spring end was in the hole in the damper rod instead of facing up. Forks have never been apart and this was the way they came out so that's the way i put them back in. I wasn't smoking or drinking anything when i disassembled the forks.
Then it was definately in upside down, the spring points up. FH as far as the oil lock, I did have it upside down in the fork leg, had a senior moment (first attempt to disassemble a fork for powder coating and reassembled 2 weeks later), than always had this clunk. When I disassembled it and installed it properly everything was ****.
I asked at least 6 HD techs or service managers, indy shops and aftermarket kit suppliers, and I got just as many opinions as to what was correct installation. It boiled down to ME taking it apart again and getting it right. I appreciate your pics, they are helpful.
When I asked if the oil lock looked upside down in the book, I was refering that the pic looked like the closed end went towards the damper rod, not the other way around.
