Default Backrest relocation

Hey gang........I have a 2008 EG Classic and I just purchased a H/D Tallboy seat.....Now I am have a problem....on the stock seat I had a rider backrest ....H/D stk#52900-09A....... with the new seat pushing me back 2 inches I now have to relocate the mounting bracket that is attached to the rear fender to fully acquire the added 2 inches the seat will afford me.
I did not install that bracket or the backrest, it came with the bike(2nd hand)
My question .....Do I have to remove the rear tire to access the two bolts holding the backrest bracket or are they part of the rear fender and when I do remove the bracket will they remain in their respective positions?
If so does anyone know of a method to facilitate the relocation of the bracket without removing the rear tire.

I"m thinking of drilling the top of the bolts, taping them and them inserting a set screw of some sort so they will not fall out...Am I on the right track here?

No, you don't have to remove the rear tire. Simply remove the braket and move it back to the next set of location holes, or more if needed. The hold down bolts will not fall out with the nuts removed. Hope this helps.

What glide said, just unscrew the nuts, the bolts will not fall out or turn.

Unless you have the adjustable backrest then it won't move back.
