a tender will maintain a charged battery.
it will not charge a discharged battery.
tenders are sometimes known to indicate a 'full charge" when the battery is not charged.
electrical system checks can only be reliably made with a fully charged battery ( otherwise it can put a heavy load on the charging system which can skew the results).
to charge a dead battery of say a 100 amp capacity, would require 20 hours at a 5 amp charging rate, 200 amp capacity, 40 hours.
