Default Reinstalling Strut Covers after TourPack Removal

I need some guidance.

I just removed my TP and TP support bracket. When reinstalling the strut covers, I noticed the inside edge of the cover is now all the way against the fender. Without the bracket, the is nothing to "hold off" the space when tightening down the torx bolt. I can't see tightening the bolt as tight as it was with the support bracket in place because 1. I don't want the cover's edge digging into my fender paint and 2. I don't want to bend the cover by trying to close that space while tightening. Should I build up that space left by the missing bracket with washers before fully tightening?

Also, what is the best way to align the front saddlebag pin bracket when I reinstall it. I placed a piece of tape to align the bracket, but didn't realize it would also have some horizontal adjustment because of the slot in the bracket. Should I leave that bolt slightly loose and put the saddle bags back on to find the correct alignment before tightening it down in the correct position?

Thanks for the help.

I guess a couple of washers to space the struts out- you wanna make sure the extra length of the bolts isn't bottoming out on something.

put the bracket hand tight, put the bag on and check alignment, then tighten firmly.

take the bag off and tighten all the way, check fit and adjust if needed

BTW the pins may vibrate out on a rough road or if they spread over time and loose tension

if you are not confident about the pins, easily replaced with speed nuts & wingscrews
crown bolt part numbers 43228 and 66808 respectively and reuse or get new rubber washers.
That's about $9 in hardware at you local ace hardware or big box.
