In Canada the Charter of Rights and Freedoms protects you from arbitrary search and seizure. Meaning unless you were being taken into custody there is no search! Correct about the tow bill, once the bars are deemed UNSAFE (being outside the requirement dimensions) the officer can have the bike towed for being on the road unfit!
I ran into this last summer with a friend of mine that looks similar to the OP..... I was on a bobbed Honda with a hard tail, run/turn/brake LED lights under the rear fender without any other rear signals, inverted plate and he completely ignored me and went right after my buddy on the dyna with 16" apes....... didn't have a tape measure so we waited as 4 other cruisers and a motorbike cop showed up to measure the bars, missed by 1"..... told him to take the bike straight home as he could have it pulled off the road for being unsafe and a $110 fine.... Durham regional police officer obviously having a **** day........ and the wording is no more then 15" from the highest part of the seat to the highest point on the bars with the rider sitting on the bike....... he kindly informed my buddy he would need his cooperation for this measurement .....ya need to know the law before putting them on or face the wrath of a pissy officer

Who knows, I believe in Karma man, guys like him will get i back other ways, maybe his wife is cheating on him with a biker, or on his night off he got into a scuffle with a biker, etc.. sounds like he has a biker thing up his ****.

I know a guy in town who is a state trooper of 25 years. He is well respected by me and most of the community. We were talking one evening while watching the high school fb game. I asked him what the law was in OR for handlebar height... he answered "who cares." If you cant read into that, i believe he has other things to worry about that might actually be important...
