I use the heel shifter for the 1-2 shift as I bring my foot up onto the board. After that I use the toe shifter as it's much simpler/easier/natural to lift my toe an inch than go through the gymnastics of moving my foot all around to go up and shift, back to the footboard, up to shift and so on. It's also more natural and comfortable than putting my foot in a position to hold my heel up above until I go through the shifts.
Now, I wear some work boots that I don't care about staining the toe. If I had some really nice boots and didn't want to mess up the toes I'd use the heel shifter all the time even though the toe shifter is far more useful.
