Default Steering Neck Cover

I picked up one of these, 66345-04, this weekend and the instructions call for a rubber piece to be installed on top of the frame neck. The instructions said if wires were in the way to move them down out of the way. My bike has the largest bundle of the harness coming right across the top of the neck. I loosened the tank and there is no place for it to go. The plastic channel for the harness is in the way. Any suggestions?

I bought the Kuryakyn piece for my Ultra, and it wouldn't work/fit. I tried, and 2 dealers said they would not install it. THe problem is the large bundle of wires, and the cruise control linkage. They said it would mess up the cruise control and could cause an unsafe condition if I were to use it, so they wouldn't touch it. Just my experience.
