Why are you asking us? Ask the guy you paid.

But first run your finger under and inspect the area under the filter. I have yet to see an oil filter replaced that didn't make a mess.

Bring your bike to my house. If you are careful and take a few precautions, there is no mess.

I just checked the oil filter and it has corrosion on it so it is old.

It was probably an honest mistake. Call the place and calmly explain the issue. Any worthwhile business man will offer to take care of it and then some. If you are cool, but firm, most reasonable people will also be cool. If he doesn't take care of it, then you can get a little bit more assertive with him.
