The possible cause is from the previous IFCU update not being completed properly. Only USB1 (2213) was installed and then USB2 (2237D) was never attempted or completed.
USB2 (2237D) needs to be done, completing the previous update, before any further updates can be performed.
Confirm if "SoC Version" is listed as 240002213D: SETTINGS > SYSTEM>SYSTEM INFO > PRODUCT INFORMATION
If required, download and unzip USB2 INSTANA_240002237D to a dedicated USB drive with no other files or folders on it.

Yea, once that WiFi connection is made, whoever provides the services can track you nine ways from nowhere. It's possible to see your location, speed etc. GM got rapped on the knuckles a while back for sharing customer's data. I've only used it to update the NAV maps. It's not normally connected when I ride.
And for OTA updates.. I can't see it happening over a phone hotspot. The current upgrade is 8 Gigs. That's a serious chunk of data. I'm pretty sure they'll recommend connecting to a home router.

UPDATE. so I was having "corrupted" files for the AMP update. I removed the fuse, waited and finished a beer, re installed and it WORKED! this was with using a MAC for the USB stick. everything is updated now. WOOT
The IFCU will not allow a backward update, if you installed the new update there is no going back, you will get the message stating your current software is newer, something to that effect.
