You know I have tried all kind of locktite includes red one, none of them can keep the bolts tight, I wonder why?? Now I carry a 5/8 wrench on the bike, tight up all 5 bolts once in a while, feel safe. READ MY OLD POST HERE
You can re-torque them all you want, but if they are loose at all then they have already been compromised and need to be replaced, period. The bolts have no shoulder and the hub is counter bored so once they loose any clamping force the shear action placed on them from driving the wheel will have weakened them and you are only going to experience a failure. So you have a weakened bolt and then stress/stretch the weakest point even further by torquing the bolt. Pay a little now or pay a lot later.

Really am curious how these bolts are backing out?
I read this thread over a year ago (or a similar thread) and took caution when installing my new wheels and powdered pulley in February of 2011. I only used Blue Loctite and torqued them properly (per the manual) and I even went as far as using a black sharpie and marking each bolt head and washer and have seen no movement at all in about 8000 miles. I quickly check every few rides or so.
My bolts are actually reused from some older Harley bagger that got converted into a trike because they were a 1/4" inch shorter than the stock bolts. I would have reused my stock bolts but I have different hubs than stock that do not have open ends like the stock hubs and the stock bolts bottomed out inside these new hubs.
I am now wondering if the problem is with the stock hubs, themselves, and not the actual bolts???? Has anyone had these issues on non-stock hubs???
