my 1926 JD and every thing to the first built bike has one, so does my 1948 chief - and all the harley VL series bikes 1930 / 36 had a mechanical lever to drain the lower unit before starting it as the hand pump (oil pump ) has a check ball that allowed a drop after drop and in a week the sump filled , the 1935 we take to the swap meets you can start it up with out draining it But the will smoke everyone out as they do not have oil control rings only 4 compression
every antique bike harley and indian has a plug to drain 1969 shovel still has one
