Easiest way I can think of is to get some of that poster board the kids use in school and cut it into a shape that covers the empty space the way you like.
Once you have something your happy with you can transfer the cardboard pattern on to some aluminum or steel sheet metal to make your own from.
Bend it up to fit, paint it and your done.

PS. A good source of scrap flat sheet metal is an old computer case and you can use the original taillight to get the mounting bolt holes and fender curvature right. Just be sure you don't leave a pocket where water can stay or its going to rust out like an old Chevy quarter panel.

My $5 + labor turn signal relocation
I did the same thing on my old Sportster a couple years ago, try to apply the same idea to my Fatboy. https://www.hdforums.com/forum/sport...ation-mod.html
I was doing internal wires and hearted grips this morning, might as well doing my turn signal relocation at the same time. All I need is 5/16-24 bolt x2, car caliper pin rubber boots x2, 5/16-24 nuts x4 and labor, took me 1/2 hour and it turned out to be nice. The good thing is turn signals sit very close to the triple tree covers, nice and clean now.

Caliper pin rubber boots!!!!! Great idea. Been looking for something to cover the SS nut and threaded rod I put on there.

Plate mount project on page 29 is completed and thumbnails updated.
Final cost $6.75 for Stainless Steel hardware and rubber washer. Thinking of taking it a step further and mounting LED's in the plastic itself.... Might test that with some other scrap next week.

I've got to keep my Deluxe ready to go 2 up when my wife rides with me but I like to strip it down some when I go solo, so the tape on the rear fender was unbearable but necessary. I made this fender bib for about $25 and laced it to match the seat and tank bib. I can leave it on permanent and put the pass seat, luggage rack, and sissy bar in about five minutes. I'll put a pic up if I can figure out how.
