All softails have had two bolts in the back since they made them. up to 2000 they had bolts in the ft and after there are two nuts with bushings on the shock shaft. The Rockers are the same.

you are correct, I was wrong, they do thread into the swingarm, one for each side. It has been a while sense I pulled mine.
