I'm pretty sure 2000 thru 2005 are interchangeable. Possibly 2006 but I'm not sure on that one. The mounting technique change at some point around then. 2000 thru 2005 has the tab in the front and two screws on the sides, then the passenger seat is bolted to the driver seat and has a tab with an attached screw at the back end that screws into the rear fender. When they changed the seat on the newer bikes they got rid of the two side screws and added two mounting studs behind the driver seat that stick up thru the front of the rear fender. The passenger pad slides onto those studs and screws in to the rear of the fender. That makes it easier to remove the passenger pad without taking off the driver seat. I'm basing my answer on my 2004 heritage and the seats I've seen/owned. If I'm wrong about any of this, and that's always a possiblity, someone can chime in. Hope that helps.
Yep, you can go up to 2006, 07 was the 200 tire. I think you can go back before 2000 as well. Just test fit the seat. I have a le pera that is for a late 90's on my 06 fatboy.

Not my 04' FLSTF - stock seat had steel tongue in front, one single bolt in rear (into nutplate within fender). Doesn't the FLSTH have the side of frame mounting tabs?
