Is there a nut on the inside of the fender or does the strut bolt thread into a flat boss inside the fender like on the heritage? Either way, maybe you can try this:
I had the same problem before and ran a quick sinch knot with some high test strength fishing line through a flat washer, leaving plenty of length to tie the wires up in. After the strut bolt was tightened back up I tied the wires off with the excess line. As long as the fishing line is just compressed in the washer it will hold every bit as good as a zip tie, and this solution was ultra low profile and will be plenty secure.
How about cutting the flat side off, and reducing the arch on the strap.Then use zip ties to hold the wires secure to he strap. I don't recommend the 1x1 zip tie holder, or double sided tape, not under the fender.

Ranger...you are the man! Might not do exactly that but it gave me another idea using your idea in general. I'll let u know how it works out
