So, if one hears that ticking when the bike is cruising and not under any load, does that signify perhaps it needs these Rocker Shaft Inserts. I have recently, since installing cams, noticed it but never when there is a slight load on the motor. Only when its turning freely running down the road at 80 kph (50 mph) with no load. I don't hear it five above or below. Just an observation. 2003 Road king classic 38,000 km.

Those rocker shaft inserts seem the most trusted fix for the "singer sewing machine syndrome". I some times if I let the bike warm up a little the ticking is less severe. My 02 has the hybrid cam plate and improved oil pump, it's not as bad as the '13 and my 05 is good as gold. Wish HD would accept this remedy and recall or at least a TSB. IMHO it's HD's sloppy tolerances.
The tapping at cruising speed is the most common symptom, but it can come at any RPM.
Have a look around my website

MKguitar, I'm Canadian and not about to take my bike across the border and leave it to be worked on. Unless they could do it immediately while I wait, it just wouldn't be wise or economical.
have a look at the instructions- it is a pretty quick basic job.

I agree. It's an easy enough job to do yourself and like Veekness said, it's the best $16 you'll spend on your bike and it'll get rid of that annoying tick.
