Cost me nothing at my dealer in turn it on in the ECM. If you have a 2007 your install is going to be different due to the fact that the newer bikes have TBW. I am thinking your kit is around 300 or so. Check the book and then check Chicago HD and see what their price is. You will need the older style.

77196-07 is the cruise control kit for '07 EG's and SG's. It is no longer listed in the P&A catalog, but a dealer can use the parts locator to find a dealer who has one in stock. List price is $339. You can also use a kit for '04-'06 EG's and SG's but will need to change the connector on the left hand switch harness from the Deutsch connector (what HD used pre-'07) to the Molex connector on your bike and the wire terminals to be compatible with the Molex connector.

Dealer activation is not required for the pre-'08 models since they're cable-actuated throttle control. Lots of HDF'ers, myself included, have done the installaton as DIY.
