i tore my 2003 FLH down, painted, got it back together..
when i turn on the switch the red sec key in the speedo lights up, the little indicator strip lights up (where the neutral light is) but none of the 6 gauges light up.. the bike starts... no tach, no gas gauge, no oil pressure gauge, no odometer reading...
looked at with a meter.. the circuit is closed.
fuses appear to be fine..
the odometer button broke and needs to be replaced, but not thinking that is the issue..
i did remove all the turn signals/passing lamps when i tore it down. they are not on the bike any longer.. not sure that would cause the issue...
Check all fuses (ACC runs speddo and tach) first. All the gauges run off the same power and ground (usually chassis ground). Check your wiring schematic for the source and T/shoot from there. Doesn't sound like a big problem to me but I've worked in electronics for 40 years. I think it's something minor. Check your grounds.
make sure all of the connectors are plugged in all of the way and that you didnt miss one. I did my inner fairing and was having the same problem and was missing a connection
I had a similar issue when I tore mine down once. It turned out to be a loose connection to the ignition switch under the console on the tank. There was enough contact to get it running, but the horn, speedo & turn signals wouldn't work. Kinda freaked me out.
