you are correct. Think about it.. All of these laws usually seem to start in CA for some reason and then filter throughout the states. I see this being an issue for the buyers of motorcycles for a long time to come.
And we've got no one else to thank for this other than the idiots that sit at red lights cracking their throttles, the idiots that leave their homes at 5 in the morning cracking their throttles through the neighborhoods, etc.

Well !! My 2011,1200 Sporty has no name slash cut mufflers with a bolt on the botton holding the baffles in... Peering inside it looks like the PO. cut the Baffles shorter.. I am hard hearing because I used to Ride a Honda CBX 6 cylinder with a winning performance 6 into one and only the cone on the back.. due to all the packing blowing out in a short time. But the Harley does not sound loud enough to me.. There are no markings on the Slash cuts at all Dealer told me they were Reinharts don't think so.. I am not stupid I don't wick the Throttle every two seconds unless sitting beside a Boom Box Cage. I bought a New Honda CBR 1000 RR with the muffler under the tail.. it was quiet.. The first week I owned it a driver in a 4 lane left turn came over into my lane and put me in the Gutter.. Thank godzilla I had enough room..blew the Horn for a minute and finally he realized what he was doing.. Damn.. Two days later on another 4 lane road a Cage came into the left lane forcing me to the center line before he saw me.. Next week went and got a Muffler and cut it down to half size and the tone was great and the noise only loud if I needed to blip the throttle.. Never had to again.. I don't care what anyone says. Like the Sticker on my Helmet says "LOUD PIPES SAVE LIVES" ... and I believe it by all means...
There has always been noise laws....some places are more strict than others. Here in NC....usually, and rightly, after 10 or 11pm.
I disagree though.......It is not my fault!......it's the nanny sit'n in the cage with her nanny husband who has all sorts of free time to cry to their caring politician who does not believe in freedom, but rather control, of his little kingdom.

Send you pipes into American Custom, they will drill them out and weld in a flange so you can attach one of their baffles. Get the mid range baffles, you can drill those out to your liking, they can be louder and still be legal with the stamp.
By the way, in every state I have been in within recent memory, all the cops have aftermarket exhaust of some type, all much louder than stock. Is that how it is in California? Is the noise law just for us or do the cops live by it too?
Well, my old '92 FLHT-Police model has the stock pipes (quiet). I don't think I've ever seen aftermarket pipes on a Police Harley. Seems it's hard for a LEO to cite you, when his bike is louder than yours. My friends call my bike a "Honda-Davidson", because it's so quiet. It does have a deep sound to it, and people say they like how it sounds, (except my buddy, who rides a straight-pipe heritage). So,I haven't seen the "Loud pipes save lives" comment here, yet. I personally like loud pipes on a Harley, and ONLY on a Harley! I just don't like the headache you get listening to it, and your radio/stereo gets hard to hear, too. So, the loud pipe guys usually ride in the back of the group.
