The service manual does say not to remove this plug.... But why not? Why would our exhaulted and reveried Harley Davidson engineers leave dirty oil in the crankcase without a way to remove it. The guys ( I don't remember his name) premise was sound...On an oil change...Lets get ALL the dirty oil out that we can. Why leave contaminates when there is this handy dandy plug here that would drain it all. It seems to me that the broken plug should be the primary, and the one that leaves a 1/2 quart if dirty oil in my engine should be the one that you "do not use"

Is that plug where the two half go together? If so that would make welding much harder.

Always wondered why that plug was on my softail? But I never touched it. Yeah you can't over tighten a steel tapered plug in an aluminum case never end's well.

This , cases are like any other cast aluminium part it can be welded , shaped and redrilled & tapped . What do you think us old broke knuckle draggers did when things broke ? Spent the next 4 months rent & grocery money on new **** ?
