I think it should be a capital offense. That will certainly cut down on those who do it. Especially repeat offenders.
But seriously You're not given a ticket if you're otherwise within the law and have an accident. I'd define dropping your bike as an accident. Pick it up, and move on.
if you drop a loaded up touring, it is not too easy to just grab it and set it back up. i usually need some help. i am not a pus*y.
Your right. But I have seen youtube videos and other posting videos showing the recovery of a downed ultra and using caution a single person can upright it fairly easy. And I used that knowledge at the rest stop on the interstate outside of Sturgis! (while my mrs. giggled and pointed at me)

Do you think anyone that drops their motorcycle on a public street or intersection should be given a ticket for not having control of their vehicle?
It's gonna tie up traffic, create a hazard, and its pretty dang dangerous.
I know to some touring bikes are really weight sensitive and hard to manage but is that a good enough reason.
