what the torque specs and pattern to tighten them on a 81 shovelhead primary case because it leaks like crazy. i have gone though 4 gaskets

One thing I remember about shovel primary covers is they leak. I had purchased a chrome cover to find the thing leaked non stop. I was able to take my stock cover and have it chromed. That sealed pretty good. This goes back a way for me, but I remember the harley gasket was a cork gasket. I was able to purchase a rubber gasket that worked well.
Starting with your bottom bolt tighten across the cover, back and forth. Get the cover hand snug then torque around 110 inch lbs.

marydoes anyone know where i can find the torque specs for an 09 street glide inner and outer primary

Check the service manual...you can dig them up pretty easily if you google it. You used to be able to buy hard copies of them from the dealer for a reasonable amount, but they recently jacked up the prices crazy high....still might not hurt to ask seeing as you’re looking for info on an 09. I was able to download a pdf for my 2017 for around $10 after a quick google search.

If you're working on the inner primary you should be referring to the shop manual, and not just for the torque specs.
