How do you tell if it's vac operated? There must be a vac line going to the petcock, should there? I don't know about these new fangled things, I like my '88, simple.
I understand it's a vacuum operated petcock. But just cranking the engine won't in my opinion open the petcock. Can't hurt to try putting an outside vacuum on the petcock to rule out this possible problem. Besides, all this cranking those plugs should be soaked if the fuel is flowing.

That's one thing that has me wondering. I'm not getting the "flooded" smell, the plugs smell like gas but aren't wet.

It doesn't take much to open the petcock. When I drain my tank I use a brake vac like the one in the pic. No more than 10-12 in. HG, you don't want to damage the diaphragm.
