I'll try to wave back when I can, but if I'm braking, changing gears or whatever, I'll just give a big nod to acknowledge whoever is waving at me in passing.

I wave. Harleys, Metrics, Mopeds, Dirt Bikes, Bicycles, Tricycles, kids on skateboards & scooters, etc. I dont care a bit if they dont wave back.
My favorite wave is the one I get when Im alone and I pass another lone bike on a God awful weather day. You know, one of those Cat 3, sideways rain, involuntary lane change days. Thats when you give the Wave and get a Wave back as if to say, Hey brother, were out here in the sh**t together. so hang on and stay safe! I live just a little North of Seattle so if you love doing something, you better love doing it in the rain.
I also like it when I get a chance to wave to little kids when their in a car next to me at a stoplight. I see the big smiles and excitement on their faces when they realize their getting waved to by the big old guy on the big ole Harley. I think most of the parents actually think its cool too. I figure that as bikers were all ambassadors for each other and anytime we can let someone else know that we are here, and that we are OK, its a good thing.

Me too.
Regarding "who waves first", hell, I've been waving for so many years I'm not even embarassed when I wave at one of those new swoop-nosed things with the motor in back - looks like a Vespa from the Jetsons.
WTH, it's on two so who cares? We all started with something (mine was an early '60s Honda 50 when I was going to college the first time).

Today I went riding and this morning passed a group of 6-8 HD riders on touring bikes and not a one returned my friendly wave.
I notice you are from NJ. So am I and yesterday I was out riding with a group of 8. First ride with these guys and I did notice there was no waving. What road were you on? Hope it wasn't our group that slighted you.
