Left side? I'm thinking you mean the right side for throttle.
Anyway, usually you have to cut off the left side, though sometimes you can spray WD-40 or alcohol in there and twist off the left side.
To get the right side off, you need to loosen the throttle and idle cables with the adjuster nut. Mark where the nuts were before you start. Then the cables should come off.
Recommend getting a manual, this will show you how to properly adjust the throttle and idle cables.

Watch out when you open up the throttle side for the little brass barrel ends on the cables, put a towel on the floor so WHEN the fall, , they will not bounce and roll too far. You'll notice that I said "WHEN" they bounce
